Being able to properly care for your dog is probably the most important requirement that all dog owners must meet fully. It would be cruel to not properly feed your dog, or to allow it to exercise properly. You must also be able to groom and wash your dog, as well as providing it with the required vaccinations.
Without the above, the dog is going to suffer and this will be evident in that dog's behaviour. You won't be able to properly train the dog, the dog will develop severe health problems and will probably end up being taken into care, or in the worst case scenario will be put down.
If you feel that there are some requirements above that you won't be able to provide your dog with, perhaps due to a lack of finance or time to care for the dog, then you should not own or consider purchasing a dog. Wait until you are 100 percent sure that you can provide everything the dog requires, being able to care for it fully and maintain this throughout the dogs lifetime. Its also worth noting that failing to care for your dog, or neglecting it, can result in a criminal conviction and can result in an expensive fine/time in prison, so its worth staying away from owning a pet if you can't care for it.
